Shutdowns and Elections: What’s Next for Real Estate
Attendees at NXT 2025 in Houston, Texas, had the opportunity to attend a live taping of NAR’s Advocacy Scoop podcast, hosted by NAR Executive Vice President and Chief Advocacy Officer Shannon McGahn and Vice President of Advocacy Communications and Outreach Patrick Newton.
Patrick and Shannon dissect the impact of the longest government shutdown in U.S. history and how NAR responded to the lapse in funding, its impact on housing, and share impressive results from NAR’s work in the November 2025 off-year election.
From ballot initiatives to local mayoral races, pro-housing issues came out on top, which is a good sign heading into the crucial 2026 midterm elections.
Following the podcast taping, Collin Allen of the American Property Owners Alliance took the stage to discuss how NAR supports APOA’s work in advocating for property owners.

NAR Advocacy in Action to End Shutdown
As the federal government shutdown unfolded, the National Association of REALTORS®’ advocacy operation mobilized across Washington and around the country, urging Congress to reach a funding agreement and reopen the federal government for the sake of America’s housing market and economy.
With real estate accounting for nearly 20% of U.S. GDP, every day of the shutdown brought a negative economic ripple effect with stalled transactions, delayed closings and halted essential federal housing programs.
Before the shutdown began, NAR issued a targeted Call for Action asking its Federal Political Coordinators to contact their members of Congress and underscore the importance of the NFIP to homeowners. They reached 75% of Congress within 48 hours and nearly all members shortly thereafter.
In October, NAR issued a nationwide Call for Information, collecting more than 600 firsthand reports from members around the country describing stalled deals, stranded buyers and families caught in limbo. NAR also organized more than 40 state and local REALTOR® associations in sending letters to their members of Congress, calling for immediate reopening of the government to protect housing markets and restore consumer confidence.

Stranded Buyers, Vulnerable Owners: Navigating the Government Shutdown
With the full government shutdown now stretching well beyond 30 days, the nation finds itself in unprecedented territory. The effects extend far beyond Washington. Local economies are beginning to feel the strain, and home buyers across the country are seeing slower activity and shaken market confidence. This is now the longest full government shutdown in U.S. history.
Critical housing and mortgage programs are operating at limited capacity, if at all, leaving buyers stranded, sellers waiting and real estate professionals caught in the middle. Many federal agencies that play essential roles in housing are now working with reduced staff or have suspended vital functions entirely.

Capitol Pulse
Election Results Include Wins for Real Estate
Across the country this week, voters cast their votes in state and municipal elections, from high-profile contests like the New York City mayoral race to key gubernatorial showdowns to local and state ballot initiatives.
Beyond the headlines came good news for real estate: Voters overwhelmingly backed measures and candidates focused on tackling the housing affordability crisis and expanding access to homeownership. The NAR Advocacy team provided support in key races. Read more below.
NAR Supports Housing Providers in Calif. Rent Control Case
NAR led a coalition of organizations to file an amicus brief in support of housing providers against the City of Los Angeles’ rent stabilization ordinance (RSO) that they believe is overly burdensome. The coalition includes the California Association of REALTORS®, Greater Los Angeles REALTORS® Association, Southland Regional Association of REALTORS®, and South Bay Association of REALTORS®.
NAR has long rallied to oppose rent control and eviction restrictions on behalf of property owners across this country, including advocacy in opposition to the CDC eviction moratorium and various efforts at the state and local level opposing rent control policies. These efforts coincide with the organization’s work to build more affordable housing and support rental assistance programs that benefit housing providers and tenants.
Supporting Veterans in Homeownership
NAR and REALTORS® nationwide salute our veterans. We’re proud to advocate for policies that make homeownership more accessible for those who’ve served—explore articles, videos, podcasts and NAR’s advocacy wins.
Housing Is a Bipartisan Issue
The Bipartisan Real Estate Caucus hit a milestone, with over 120 members (up from 50 total last year). This growth reflects the strength of NAR’s message and our powerful relationships on Capitol Hill.
RPAC Update
RPAC is making strong progress toward our 2025 goals, with 86% of our overall fundraising goal achieved so far. RPAC participation is also strong, with over 460,000 members participating so far.
The President’s Circle program has met and exceeded its participation goal for 2025, raising over $2.9 million for federal candidates with over 1,400 investors.
