The President’s Cup recognizes the hard work state and local REALTOR® leaders and association staff perform to advance the REALTOR® Party. This high honor continues as REALTOR® leaders and state and local associations are urged to achieve especially important advocacy and RPAC goals.

State President’s Cup Goals

The following Advocacy and RPAC Goals must be met by December 15, 2025, for a state association to qualify for the President’s cup:

Advocacy Goals

State Grasstops Advocacy

Each state must create and utilize a grasstops team to advance the state association’s advocacy priorities.

Proof of Achievement:
State associations can complete this goal by providing evidence verifying they created or maintained a grasstops program leveraging one or more REALTORS® members to advance their advocacy agenda.

This evidence would include:

  • A description of relevant activity and/or the program,
  • List of REALTOR® member participants, and
  • Evidence that the state association trained and/or mobilized this group of REALTOR® members during the calendar year.

OR

  • Use of NAR’s State Key Contact Grant
  • Adoption of SPC Management Program (Aristotle)

Voter Registration Drive and Get-Out-The-Vote (GOTV) Activities

  • Each state must host a voter registration drive and complete GOTV activities by Election Day. (If states do not have elections annually, they are only required to host or maintain their voter registration efforts.)
  • Check your state’s REALTOR® voter registration numbers. State and local associations may request member voter registration lists here.

Proof of Achievement: State associations can submit evidence of their voter registration and GOTV efforts (event photos, e-newsletter ad, copy of email/mailer, etc.).

REALTOR® Party Mobile Alerts Usage

Each state must use RPMA texting platform at least once a year to promote:

  • Association’s use of NAR REALTOR® Party grants or programs,
  • State Legislative Breaking News,
  • Get-Out-the-Vote activities, or
  • State advocacy programs or initiatives.

Proof of activities can include submission of RPMA request form or image of text message.

Proof of Achievement:
State associations submit requests to send their RPMA alerts through online form and NAR Staff will confirm texts are scheduled and sent.

State Broker Advocacy and Engagement

Each state must engage their brokers annually by:

  • Hosting a one-hour state broker meeting and invite Broker Engagement Council member of REALTOR® Party Liaison to speak at least one time a year, OR
  • Launching a State Broker Call-for-Action at least one time a year.

Each state hosts at least one hour-long state broker meeting and invite Broker Engagement Council member or REALTOR® Party Liaison to speak OR

Use NAR’s Broker Involvement Program on a state Call for Action Program at least one time during the calendar year.

Proof of Achievement:
State associations submit materials form their state broker meeting or evidence of broker CFA (e-mails, post CFA reporting).

RPAC Goals

Meet or exceed the following five RPAC goals:

  • National RPAC Fundraising Goal*
  • Federal RPAC Disbursements Allocation
  • 1% of membership as Major Investors
  • 10% of Major Investors as President’s Circle members
  • 37% Participation

*States who set their 2024 National RPAC Fundraising Goal at an amount lower than what they raised in voluntary hard and soft dollars in 2023 do not meet this criteria.

Local President’s Cup Goals

The following Advocacy and RPAC Goals must be met by December 17, 2025 for a local association to qualify for the President’s cup:

Local associations must complete one of three advocacy goals:

  • To host a voter registration drive and, during election years, launch a Get-Out-The-Vote campaign for local elections,
  • To use the RPMA program for advocacy related communications to their membership, or
  • To create and maintain a grasstops REALTOR® team to advance their advocacy agenda.

Proof of Achievement:
Local associations would submit evidence, as detailed in previous recommendations, to NAR staff of completing their advocacy goal.

Call for Action Participation

A local must minimally achieve an average response rate of 20 percent on NAR Calls for Action.

RPAC Goals

Local associations must be onboard the PAC Management System and the following criteria must be met:

  1. Meet or exceed local’s share of their state’s National RPAC Fundraising Goal
  2. Local association meet or exceed 37% Participation
