The House has passed a revised version of the 21st Century ROAD to Housing Act,
a sweeping bipartisan housing package aimed at tackling supply and affordability, potentially the most significant housing legislation since the 2008 financial crisis.
NAR sent a letter to House leadership urging them to pass this measure, but it is the behind-the-scenes work of our lobby team and decades of relationships that have made this moment possible.
Years of research, bipartisan engagement, and targeted calls for action laid the groundwork for helping to move the 21st Century ROAD to Housing Act across the finish line in the House.
Additionally, NAR issued a targeted FPC call for action in the Senate to encourage the Senate to vote to pass the 21st Century ROAD to Housing Act and to get more cosponsors for the More Homes on the Market Act, a bill which would:
- Double the capital gains exclusion to $500,000 for individuals and $1 million for married couples
- Adjust the caps to reflect future inflation
- Free up millions of homes by reducing the tax disincentive to sell

Learning From Our Wins
With the support of NAR Community Development Advocacy grants, state and local REALTOR® associations across the country are fighting for homeownership and against policies that make the housing affordability crisis worse.
This month, we have four success stories including educating neighbors and legislators about the unintended consequences of rent control policies, supporting transit funding, and updating zoning policies to increase housing supply in an area that critically needs it.

APOA Update
The American Property Owners Alliance headed to Detroit, Michigan, for the second stop on their 2026 Unlocking Opportunity Tour. This tour highlights the importance of homeownership in building generational wealth and addressing wealth gaps for Black families. Check out the highlights from the Indianapolis stop here. We look forward to heading to the DMV at the end of June and hope to see you there!
Housing Is a Bipartisan Issue
The Bipartisan Real Estate Caucus hit a milestone, with over 140 members (up from 50 total last year). This growth reflects the strength of NAR’s message and our powerful relationships on Capitol Hill.
RPAC Update
The topline update is that RPAC remains ahead of our overall goal with over $21,000,000 raised across all levels of the association so far this year. Even better, President’s Circle is over 60% of goal, showing that our strongest RPAC supporters are engaged and active!

Heading into a crucial midterm election cycle, last year we launched the Pro-Property Platform — a new way for REALTORS® and their communities to support candidates who champion homeownership, private property rights, and the real estate profession.
